Tom Fantin
Manager
Novogradac & Company LLP

Tom Fantin is a manager in the Dover, Ohio, office of Novogradac & Company LLP, where he performs numerous services related to the new markets tax credit (NMTC), historic rehabilitation tax credit (HTC) and renewable energy tax credit (RETC) industries, including audit and tax services, forecasting and consulting. Before joining Novogradac & Company in 2014, Mr. Fantin was an associate director with a regional certified public accounting firm in Ohio. He has significant experience serving the accounting and business advisory needs of middle-market companies in various industries, including restaurants, oil and gas, manufacturing/distribution, and brokers and dealers in securities. Mr. Fantin’s experience includes providing auditing, accounting, and mergers and acquisitions services, including due diligence, and performing SSAE 16 engagements. Mr. Fantin received his bachelor’s degree in accounting from the University of Akron and obtained his Certified Information Technology Professional (CITP) credential. He was recognized as one of The CPA Practice Advisor's 40 under 40 from 2009 through 2013. He is a licensed certified public accountant in Ohio.

Jennifer Simmons is a partner in the St. Louis office of Thompson Coburn LLP, where she primarily represents investors, community development entities, lenders and developers in connection with commercial and residential transactions that involve various forms of public financing, including federal and state new markets tax credits (NMTCs), historic tax credits (HTCs) and low-income housing tax credits (LIHTCs). She has extensive experience in structuring complex transactions involving multiple incentives, as well as the syndication of state tax credits. Ms. Simmons’ practice also includes negotiating and drafting partnership and limited liability company agreements; advising clients in the acquisition, leasing and disposition of commercial property; restructuring troubled real estate projects and partnerships; and documenting and closing commercial and real estate loans. She received a bachelor’s degree in finance and banking and her juris doctor from the University of Missouri.

Shelley Whittington

Shelley Whittington is responsible for regulatory licensing and compliance, administration and investor relations for all tax credit-based investment funds and SBICs managed by Stonehenge. Before joining Stonehenge, Ms. Whittington served as a vice president of Banc One Capital Markets Inc. from 1993 to 1999, where she served in a similar capacity and was also active in the underwriting and administration of equity and mezzanine investments in Louisiana. Ms. Whittington received a bachelor’s degree from The University of Mississippi and her master’s degree from Louisiana State University. Ms. Whittington has successfully completed the Certified Public Accountant examination.

John Dalton focuses his practice on tax credit transactions, including new markets tax credit (NMTC), low-income housing tax credit (LIHTC) and historic rehabilitation tax credit (HTC) transactions, and related affordable housing and community development matters. Mr. Dalton represents investors, syndicators, community development entities (CDEs), lenders, developers and other for-profit and nonprofit sponsors in all aspects of tax credit transactions. He is experienced guiding clients through all phases of the deal, from planning stages through structuring, negotiating, documenting and closing the transaction, as well as post-closing asset management, compliance, restructuring and workout issues. Mr. Dalton has closed many highly complex tax credit transactions, including projects involving two or more tax credits, multiple sources of leverage, multiple CDEs, tax-exempt sponsors and developers, tax-exempt bond financing and numerous other federal and state grants and subsidies. Before joining Bryan Cave, Mr. Dalton specialized in bank regulatory issues. He received his juris doctor in 1997 from Washington and Lee University and his bachelor’s degree in 1990 from the College of William and Mary.
